It is quite possible that the small lump is a cyst. However, fine needle aspirate cytology ('putting a needle into it') does have its limitations, and may not be as accurate in providing a correct diagnosis when compared with a tissue biopsy (submitting a piece or the whole mass). Remember, though, that NO test is 100% accurate.
If the mass is getting bigger (albeit slowly, and it is still relatively small), and it is concerning you, then I would suggest having it removed and sent for pathology. If it is confirmed as a cyst, it will no longer bother your dog if it gets bigger, and you can put your mind to rest!
